What happens when there is an odd number of people?

You can create one trio, assign one bye, or allow one rotating participant to appear in two pairs.

Are repeated pairs always avoidable?

Not always. After enough rounds every possible combination may have been used, and FunRandomizer reports when a repeat cannot be avoided.
